Built by Vasily Stasov (?) for Ivan Betskoi – diplomat, public activist, statesmen, president of the Imperial Academy of Arts and founder of the Foundling Hospital and Smolny Institute (1784–87). Famous for its hanging garden on the side of the Swan Canal, which existed until the house was partially reconstructed by Vasily Stasov for the new owner Prince Peter of Oldenburg (1830s).
