Born in the family of Mikhail Kolokoltsev (1732). Public prosecutor of Admiralty Collegiate (1775), brigadier (1778), attorney general of the second department of the Senate (1781–93), full privy councillor, senator (1792). Awarded the Orders of St Vladimir (1785), St Anne (1797), St Alexander Nevsky (1799). Helped to compile the Law Codex (1797). Buried at the St Lazarus Cemetery in the St Alexander Nevsky Monastery (1818).
